You did not buy the car. Until you agree to a price and sign the paper indicating your intent to purchase the car, that car belongs to the dealership and they can sell it to whomever they choose. How the hell would they know that you intended to buy the car? You can walk away at any time until you sign the contract. Filling out a credit application does not bind you to purchasing the car. Lots of people fill out credit applications but then don't purchase a car. So what have we learned today? He who snoozes, loses. You are out of luck. Dealer doesn't owe you anything.
